Balochistan Chief Secretary Stresses Transparency, Accountability in Public Resource Management
QUETTA: Balochistan Chief Secretary Shakeel Qadir Khan has reaffirmed the provincial government’s commitment to the transparent and accountable use of public resources, emphasizing that efficient governance and strict oversight are essential to improving public service delivery.
He made these remarks while chairing the monthly meeting of the Secretaries Committee, attended by CMIT Chairman Muhammad Ali Kakar, Senior Member Board of Revenue Qambar Dashti, Additional Chief Secretary (Development) Zahid Saleem, Additional Chief Secretary (Home) Muhammad Hamza Shafqat, provincial secretaries, commissioners, and other senior officials.
The meeting reviewed the progress of ongoing development projects, transparency in the tendering process, and measures to create better employment opportunities for young people through the recruitment of candidates against vacant government posts.
Addressing the participants, the Chief Secretary stressed the need to further improve the performance of the provincial administration, ensure the effective utilization of government resources, and promote transparency across all departments.
He directed government departments to prepare a list of unserviceable official vehicles and dispose of them through transparent auctions in accordance with national laws and regulations. Officials informed the meeting that the auction process for approximately 300 vehicles is currently underway.
The Chief Secretary also instructed departments to strengthen transparency in the procurement process by rejecting tenders submitted by a single bidder and encouraging open competition to ensure fairness and value for public funds.
Highlighting the importance of employment generation, he ordered that vacant government positions be filled without delay through a transparent, merit-based recruitment process. He directed departments to identify all vacant posts and prioritize recruitments district-wise, with particular focus on the health, education, and planning sectors to improve essential public services while creating job opportunities for local youth.
The meeting was informed that the provincial development portfolio for the 2026–27 fiscal year comprises 5,618 projects, including 3,761 ongoing schemes and 1,857 new development initiatives.
The Chief Secretary instructed all concerned departments to ensure adherence to project timelines, promptly identify and resolve implementation hurdles, and strengthen monitoring and reporting mechanisms. He noted that delays in project completion not only increase costs but also undermine public confidence.
He added that effective budget management would help ensure the timely completion of development projects while preventing the wastage of valuable public resources.
