National Assembly Passes Bill Allowing Telecom Companies to Install Towers Anywhere, Rs50 Million Fine for Obstruction

Islamabad: The National Assembly has passed the Pakistan Telecommunication Re-organization Amendment Bill, allowing licensed mobile and telecommunications companies to install infrastructure, including cell towers and optical fiber networks, at locations of their choice.

According to local media reports, including Geo News, the bill has now been forwarded to the Senate for further consideration.

Under the proposed amendments, owners of private property as well as public institutions will be legally required to provide space for telecommunications infrastructure development.

The legislation further states that individuals, tenants, or any public or private organization that refuses to allow telecom companies to install optical fiber or cellular towers on their premises could face a penalty of up to Rs50 million.

The bill is aimed at expanding digital connectivity, improving telecom infrastructure, and facilitating the rapid deployment of mobile and internet services across the country.

However, the move is expected to generate debate over property rights and regulatory authority as it progresses through the legislative process in the Senate.
