Islamabad High Court discusses drug case involving Anmol alias Pinki, seeks monitoring report from HEC

ISLAMABAD: During the hearing of a case related to the eradication of drugs in educational institutions in Islamabad, the Islamabad High Court also referred to the high-profile drug case involving Anmol alias Pinki.

The court directed the Higher Education Commission (HEC) to submit a report on anti-drug measures in universities and instructed the Ministry of Education to get relevant drug control rules approved from the federal government. It also ordered the inclusion of the Anti-Narcotics Force (ANF) and police in a monitoring committee to strengthen oversight.

Petitioner’s lawyer Kashif Malik, while referring to the Anmol Pinki case, said that in a similar case in Karachi, it was also alleged that riders and delivery boys were involved in drug trafficking.

Justice Raja Inam Amin remarked that he had been stating from the beginning that drugs are being transported through riders and delivery personnel.

HEC officials informed the court that a designated area has been allocated for riders and delivery staff at educational institutions, and that all incoming riders are being checked before entry.

The court ordered regular monitoring in educational institutions and directed that a detailed report be submitted. It also instructed district administrations to take steps against drug trafficking and ensure proper surveillance.

During the proceedings, lawyers warned that drug use has now spread from universities and colleges to schools, with even students of grade seven and eight reportedly involved. Another lawyer stated that drugs are even being sold at small grocery stores in Islamabad.

The court further directed Islamabad Police to intensify anti-drug efforts and monitoring, and ordered PEMRA to submit a report on awareness campaigns regarding drugs broadcast during prime time.

The bench also inquired about DSP Legal Sajid Cheema, noting that he had performed well in the case, while observing that officers doing good work are often transferred.

The hearing was attended by HEC officials, Ministry of Interior representatives, Deputy Attorney General Faisal Irfan, ANF prosecutor Rana Zulfiqar, and PEMRA’s counsel. The case was adjourned until the last week of June.
