Major Result-Tampering Scandal Uncovered in Balochistan Board; Two IT Officials Arrested

Quetta: The Anti-Corruption Establishment (ACE) Balochistan has exposed a large-scale result-tampering scandal within the Balochistan Board of Intermediate and Secondary Education (BBISE), Quetta. Acting on credible intelligence, investigators uncovered massive irregularities in exam records and arrested two key suspects from the board’s IT wing.
According to ACE officials, reports had surfaced that certain officers and staff were involved in illegally altering results of the 2024 Higher Secondary School Certificate (Intermediate) annual and supplementary examinations. A special inquiry team, comprising assistant directors and IT experts, was formed to investigate the matter.
The inquiry revealed that candidates’ marks were illegally increased, DMCs (Detailed Marks Certificates) were tampered with, and significant discrepancies were found between award lists and the officially declared results.
A press release stated that these unlawful changes were carried out before the official result announcement by misusing a “Super Admin ID” to gain unauthorized access to the computerized system.
Investigators identified IT Wing System Analyst Muhammad Owais and Computer Programmer Waseem Noor as the main perpetrators. Both were found directly involved in manipulating records, forgery, fraud, and abuse of authority — allegedly for financial gains, nepotism, and personal interests.
Based on solid evidence, the Director General of Anti-Corruption approved registration of a case under multiple sections of the Pakistan Penal Code and Anti-Corruption Act. The two suspects have since been arrested, while further arrests are expected.
