Chief Secretary Balochistan Emphasizes Good Governance and Service Delivery

Quetta: Chief Secretary Balochistan, Shakeel Qadir Khan, has emphasized that good governance and effective service delivery are fundamental rights of the public and the core responsibility of any state. He stated that the government must provide its citizens with transparent, efficient, and equitable services, establishing a system that is accountable, fair, and trustworthy. According to him, the provision of good governance and service delivery is not only the right of the people but also the foundation of a developed and stable society.

He made these remarks while chairing a meeting of the Secretaries Committee on Monday. The meeting focused on reviewing the implementation of key systems such as the file tracking system, IPMS, attendance of officers and staff in government offices, and other important issues.

In attendance were Additional Chief Secretary Development Hafeez-ul-Basat, Additional Chief Secretary Home Zahid Saleem, Chairman CMIT Muhammad Ali Kakr, Senior MBR Qambar Dashti, and all other secretaries. The divisional commissioners participated via video link.

Chief Secretary Shakeel Qadir Khan instructed all secretaries to prioritize the resolution of complaints filed by the public through the file tracking system and Pakistan Citizen Portal. He also stressed that pending or overdue cases should be addressed promptly.

He further remarked that the better utilization of the PSDP (Public Sector Development Program) is crucial not only for economic growth but also for providing better services to citizens and ensuring sustainable development within the country and province. He appreciated the performance of the P&D and other departments for the timely utilization of PSDP in the last fiscal year and encouraged continued focus on accelerating work on development projects in the next fiscal year to meet deadlines and improve the standard of living of the people.

In his address, the Chief Secretary urged all secretaries to ensure that recruitment for lower-level positions (from grade 1 to 15) be held in respective districts rather than in Quetta. He explained that requiring applicants to travel to Quetta for these positions increases their expenses and can compromise transparency. Holding recruitment in the districts would not only make the process more affordable but also ensure transparency.

He emphasized that it is the people’s right to have their difficulties addressed by the provincial government and to ensure the provision of basic services to them. In this context, he directed all secretaries to ensure the attendance of their subordinates and staff.

During the meeting, it was revealed that 462 individuals in the province hold dual employment. The Chief Secretary directed the concerned authorities to expedite action against those holding multiple jobs.
