President, PM Discuss KP Situation as Sources Claim Consensus on Governor’s Rule or Emergency

ISLAMABAD: President Asif Ali Zardari and Prime Minister Shehbaz Sharif held a meeting at Aiwan-e-Sadr to discuss the country’s overall political and security situation, while sources claimed that an agreement had been reached on the possibility of imposing governor’s rule or an emergency in Khyber Pakhtunkhwa.

According to a statement issued by the Presidency, the meeting focused on the prevailing political and security situation. It was also agreed that separate sessions of the National Assembly and the Senate would be convened on October 13.

The prime minister was accompanied by Deputy Prime Minister and Foreign Minister Senator Ishaq Dar, Adviser to the Prime Minister on Political Affairs Senator Rana Sanaullah, Interior Minister Mohsin Naqvi, Attorney General Mansoor Usman Awan, Law and Justice Minister Senator Azam Nazeer Tarar, and Federal Minister Ahad Cheema.

Senator Sherry Rehman, Syed Naveed Qamar, Senator Saleem Mandviwalla and Dr Asim Hussain assisted the president during the meeting.

According to sources, consultations are continuing on the possible imposition of governor’s rule or an emergency in Khyber Pakhtunkhwa, and a decision could be announced at any time.

Sources further said a meeting between Prime Minister Shehbaz Sharif and Jamiat Ulema-e-Islam-Fazl chief Maulana Fazlur Rehman was expected to include consultations on governor’s rule. A final decision may be taken following these discussions.

The sources added that a summary concerning the possible imposition of governor’s rule could be sent to the president for approval.


A federal cabinet meeting has reportedly been scheduled for 9:30am the following morning to consider various constitutional options regarding the situation in the province. Sources said consultations were under way and the cabinet would consider the available options before a final decision.

Earlier, sources had claimed that the federal government had completed preparations to impose an emergency in 12 districts of Khyber Pakhtunkhwa and had conveyed a message regarding the proposed move to the provincial government.

According to these reports, the proposal under consideration covers eight merged tribal districts—Khyber, Kurram, Orakzai, Bajaur, Mohmand, North Waziristan, South Waziristan and Lower South Waziristan—as well as Dera Ismail Khan, Tank, Bannu and Lakki Marwat.

Sources also said the government was considering a proposal to place certain important powers in the province under federal control.

However, the Presidency’s official statement confirmed discussions on the political and security situation and the parliamentary sessions, but did not publicly confirm a final decision to impose governor’s rule or an emergency in Khyber Pakhtunkhwa. The reported proposals remain subject to the government’s formal decision.
