Nawab Aslam Raisani Challenges Balochistan Division Restructuring in High Court
Former Balochistan chief minister and Member of the Provincial Assembly **Nawab Aslam Raisani** has filed a constitutional petition in the **Balochistan High Court**, challenging the provincial government’s decision to abolish the **Kalat Division** and merge **Mastung** into the **Quetta Division**.
The petition names the **Government of Balochistan** as the respondent. Speaking to the media, Raisani’s counsel, **Riaz Ahmed**, argued that the **1973 Constitution** guarantees fundamental rights and that the government failed to consult the people of Kalat and Mastung or their elected representatives before issuing the notification.
He maintained that the administrative restructuring was carried out without giving affected stakeholders an opportunity to be heard, calling it a violation of constitutional rights.
Addressing the media, Nawab Aslam Raisani said the notification was issued without consulting the people of **Sarawan** and **Jhalawan**, adding that the move undermines the historic status of Kalat.
He also criticized the silence of cabinet members affected by the decision and said Balochistan’s challenges are political rather than merely administrative. Raisani called for a “new social contract” to improve the province’s situation and urged the government to review its policies.
He further stated that tribal communities cannot be ignored in matters related to land allocation or property purchases in Quetta and reiterated that the petition had been filed under the provisions of the **1973 Constitution**.
Raisani also called for the release of leaders associated with the **Baloch Yakjehti Committee (BYC)**, saying that changing chief ministers alone would not improve the situation unless broader policy changes are introduced.
