Saudi Arabia Opens Property Market to Foreign Investors Under New Real Estate Law

Riyadh:Saudi Arabia has introduced major changes to its property ownership and real estate investment regulations, formally opening parts of its rapidly growing real estate market to foreign investors.

According to the Real Estate General Authority (REGA), the new framework allows both local and foreign individuals and companies to invest in residential, commercial, and agricultural properties.

The initiative is part of the Kingdom’s Vision 2030 strategy, which aims to diversify the economy and attract greater international investment.

Under the new law, foreign investors will be permitted to purchase property in designated areas approved by the Saudi Cabinet. Detailed guidelines regarding eligible zones, zoning policies, and investment requirements are expected to be announced in the near future.

REGA stated that the regulations have been designed with a focus on urban development, economic stability, and sustainable growth.

Saudi Arabia is currently developing several large-scale projects, including **NEOM**, **Qiddiya**, and **Red Sea Global**, which are expected to attract substantial foreign investment. Experts believe that opening the property market to international investors will not only support these mega-projects but also create new opportunities for economic growth across the Kingdom.

Describing the move as a historic milestone for the Saudi real estate sector, REGA said the reform forms a key part of the country’s long-term economic strategy and is expected to have a significant positive impact on the real estate, construction, and investment sectors in the years ahead.
