“Officer Sentenced by Court Gets Medal; Constitutional Court Made, Yet Work Remains Pending”: Justice Mohsin’s Strong Remarks

Islamabad: Justice Mohsin Akhtar Kiyani of the Islamabad High Court (IHC) delivered strong remarks during a hearing, criticizing the administration for failing to implement court directives despite the establishment of constitutional courts.
The hearing concerned irregularities in the Islamabad patwar circles, where private individuals were allegedly performing government functions. The IHC ordered the district administration to issue a corrected advertisement for the available positions.
Expressing frustration over delays, Justice Mohsin Akhtar Kiyani remarked, “The Deputy Commissioner who was sentenced by this court is being awarded a presidential medal. You have even established a constitutional court, yet work is still not being done.”
He further warned, “When I issue a contempt of court notice, I will not act like Justice Babar Sattar by giving time. I will immediately handcuff and send the person to jail. Medals or awards will stay here; work must be done.”
Justice Mohsin highlighted systemic issues, stating that the local administration often mismanages postings and appointments, and stressed that corruption and dishonesty prevent effective governance. He added that delays in land allotment halt housing society projects, creating grievances for plot holders.
The court instructed the Islamabad administration to issue corrected advertisements for the patwari positions. Justice Mohsin Akhtar Kiyani emphasized that proper implementation should be ensured by the next hearing. He also criticized inter-provincial discrepancies, noting that patwaris from other districts are rarely transferred to Islamabad, unlike in Punjab or Sindh.
The next hearing for the case was adjourned until next month.
