Parliament, Not Force, Is the Guardian of Balochistan’s Rights: CM Sarfraz Bugti

**Quetta (Qudrat News)** – Balochistan Chief Minister **Mir Sarfraz Bugti** has said that the protection of the people’s rights in Balochistan is a **top priority under the 27th Constitutional Amendment**, emphasizing that **Parliament—not force—is the true guardian of those rights**.
In an exclusive interview with a private TV channel, Bugti said that the amendment was thoroughly discussed in the **PPP Central Committee**, aligning with the stance of Chairman **Bilawal Bhutto Zardari** and President **Asif Ali Zardari**. He stressed that, even amid financial constraints at the federal level, safeguarding the rights of Balochistan’s citizens remains the government’s foremost objective.
Bugti said that **national issues like defense and natural disasters unite the nation**, putting aside political differences. “When the country’s security or public safety is at stake, politics takes a back seat. The PPP remains open to dialogue with the government for the national interest,” he added.
### **Levies Reforms and Security Measures**
The Chief Minister announced comprehensive **reforms in the Levies Force**, including improved training, modern systems, and better benefits. Retiring personnel will receive enhanced pensions, while new recruits will be appointed to strengthen law enforcement.
“These reforms will be completed by **December or January** and will serve as a major game changer for peace, stability, and effective policing in Balochistan,” he said.
### **Counter-Terrorism and Student Radicalization**
Bugti revealed that the **BIUTMS University** professor arrested earlier, **Usman Qazi**, had planned **14 suicide attacks on Independence Day**, highlighting the gravity of extremist threats.
He stressed that **the state aims to protect youth from radicalization**, integrating them into educational and social activities instead of extremist ideologies. “Security agencies are profiling students to identify potential risks, but parents and institutions must also monitor their children’s activities,” he added.
The CM noted that **hostels at Bolan Medical College**—previously housing 700 non-students—had been cleared, and new, secure facilities were provided exclusively for enrolled students.
### **Missing Persons and Legal Reforms**
Bugti said that the **missing persons issue** is not confined to Balochistan but exists across Pakistan. He emphasized that the matter should be addressed through **legal, judicial, and administrative mechanisms**, not political rhetoric.
He announced a new legal framework to ensure **transparency and judicial oversight** in all arrests and detentions. “Every detainee’s arrest will be documented, medically examined, and presented before a magistrate,” he stated.
### **Youth Empowerment and Social Integration**
Bugti urged young people to participate in **peaceful, democratic, and educational pursuits**, saying that **social unity, education, and economic inclusion** are essential for lasting peace.
He called for the establishment of **student councils in universities**, continued dialogue between students and authorities, and awareness campaigns for parents. “Without youth integration, local development, and educational opportunities, sustainable peace cannot be achieved,” he said.
### **A Call for Collective Responsibility**
Bugti concluded that **Balochistan’s deprivation should not be viewed as an isolated issue**, as similar socio-economic challenges exist elsewhere in Pakistan. “Violence is not the answer; political will, good governance, and inclusion are,” he remarked.
He reaffirmed that the **provincial government will not back down** from its responsibility to protect citizens, ensure transparency, and promote harmony between the state and the people.
