Over 4,000 Teachers from Other Districts Posted in Quetta, Balochistan High Court Seeks Comprehensive Report from Education Director

QUETTA: The **Balochistan High Court (BHC)** has sought a **comprehensive report** from the **Director of Education (Schools)** after revelations that more than **4,000 teachers from other districts** are allegedly posted in Quetta, in violation of the **Education Policy 2025**.

A division bench comprising **Acting Chief Justice Muhammad Kamran Khan Mulakhail** and **Justice Gul Hassan Tareen** heard **Constitutional Petition No. 479/2024** on **October 21, 2025**.

The petitioner, **Khair Muhammad Shaheen**, claimed that **over 4,000 teachers belonging to other districts** are currently serving in various schools across Quetta, contrary to the province’s education policy. He requested the court to order their transfer back to their respective districts.

However, the **Additional Advocate General (AAG)** contested the claim, informing the court that **official records indicate only 224 out-of-district teachers** are posted in Quetta.

Observing a **major discrepancy between the two claims**, the court directed the **Director of Education (Schools)** to submit a **detailed report** covering:

* The total number of schools in Quetta (primary, middle, and high)
* The number of active and inactive schools, with reasons for inactivity
* The total number of teachers (BPS-9 to BPS-15)
* The total number of sanctioned and vacant posts, along with reasons for vacancies (including retirement, deputation, wedlock policy, security threats, or leave)

The court also instructed the **petitioner to provide supporting details** for his claim of 4,000 teachers and adjourned the hearing until **November 24, 2025**.
