KP Government Plans Digital Portal to Improve Human Rights Complaint Redressal

PESHAWAR:The Khyber Pakhtunkhwa government has decided to establish a joint digital portal to improve coordination among human rights institutions and ensure the effective resolution of complaints.
The proposed portal will facilitate the receipt of complaints, their referral to relevant institutions and the monitoring of progress on their resolution.
According to KP Adviser on Information and Public Relations Samra Haroon Bilour, a joint meeting was held to discuss coordination and information-sharing among institutions dealing with human rights issues. Participants emphasised the need for a unified digital system to improve complaint redressal.
Bilour said the proposed portal would help reduce delays in resolving complaints and prevent duplication of efforts by different institutions. Existing institutions would be connected through the digital system, and no new parallel institution would be established.
She clarified that all relevant institutions would continue working within their respective legal mandates. The Social Welfare Department, police, ombudsman offices and other human rights-related institutions would also be integrated into the system.
The adviser directed the relevant authorities to expedite efforts to establish an effective mechanism for referring complaints to appropriate institutions and ensuring the secure exchange of information. She also stressed the need to strengthen human rights protection and institutional coordination at the district level.
Under the proposed mechanism, an Additional Deputy Commissioner (ADC) in each district would refer human rights-related complaints to the relevant institutions. A proposal to establish human rights help desks at the offices of District Police Officers (DPOs) is also under consideration.
Bilour said the initiative would be implemented with the support of the United Nations Development Programme (UNDP) under the European Union-funded Huqooq-e-Pakistan programme. She added that implementation would not place an additional financial burden on provincial resources.
The adviser directed the relevant officials to submit a detailed briefing within one month on progress towards establishing the joint digital portal and the steps taken for its implementation.
