Pakistan to Introduce new cheque clearing system, Nationwide rollout planned by April 2027

ISLAMABAD: The State Bank of Pakistan (SBP) is introducing the Pakistan Express Clearing System (PECS) to modernise cheque clearing and settlement services, reduce the physical movement of cheques between banks and improve the efficiency of the country’s payment system. The pilot phase is scheduled to begin on October 15, 2026, with nationwide implementation targeted for April 30, 2027.
The new system will use cheque truncation, a process in which banks capture electronic images of cheques instead of physically transferring the original instruments between financial institutions. The subsequent stages of clearing will be handled using the electronic images and associated data.
Under the system, the presenting or collecting bank will capture the cheque image and send it to the clearing house operated by National Institutional Facilitation Technologies Limited (NIFT). The clearing house will then forward the image and relevant information to the paying bank for processing.
Implementation to take place in phases
According to the SBP’s implementation plan, PECS will be introduced in three stages.
First phase — October 15 to November 15, 2026: The system will initially operate at selected clearinghouse-participating institutions designated by the SBP in consultation with NIFT. The participating institutions and clearing house will review the results, address operational issues and submit a consolidated readiness report to the central bank.
Second phase — November 16 to December 31, 2026: The system will be extended to the remaining participating institutions. Banks will progressively expand their cheque-image processing capabilities across their branch networks.
Final phase — By April 30, 2027: All participating institutions will be required to develop the necessary infrastructure and achieve nationwide implementation.
Additional daily clearing cycle
During the rollout period from October 15 to December 31, 2026, an additional PECS clearing cycle will operate daily. The clearing house will submit this cycle to the SBP by 3pm, according to the announced implementation plan.
Banks directed to prepare for the new system
The central bank has instructed financial institutions that are members of the clearinghouse to train relevant staff in the cheque-truncation process and take steps to inform the public about the new system through print, electronic and social media. Participating institutions will also be required to nominate focal persons for PECS implementation and report progress to the SBP. They must comply with applicable laws, prescribed clearing timelines, customer service standards and settlement obligations throughout the transition.
What will change for customers?
The main change is that cheque images and related electronic information will be used for processing rather than relying on the physical transfer of cheques throughout the clearing chain.
This is intended to streamline interbank processing and improve operational efficiency. However, the phased introduction does not mean that all bank branches will start using the system simultaneously.
Customers should check with their banks regarding local implementation, applicable procedures and cheque-clearing timelines while the rollout continues. The April 30, 2027 deadline is the target for nationwide coverage, not a guarantee of instant clearance for every cheque.
