Despite Apparent Consensus on Emergency, Underlying Differences Persist: Sohail Warraich

Islamabad (Qudrat Daily) — Senior journalist and analyst Sohail Warraich has claimed in his analysis of the country’s current political and administrative situation that while the establishment, the Pakistan Muslim League-Nawaz (PML-N), and the Pakistan Peoples Party (PPP) appear to be on the same page regarding the imposition of emergency and governor’s rule in Khyber Pakhtunkhwa, multiple differences still exist behind the scenes among these allies despite the apparent consensus.

In his column, Warraich revealed that constitutional and political proposals for the creation of new provinces have emerged as the most significant issue in the country at present. Despite strong political statements by PPP Chairman Bilawal Bhutto Zardari, President Asif Ali Zardari’s meetings with key figures at the highest level continue on a daily basis, in which new provinces and various alternative proposals linked to them are being considered. Although no final formula has yet emerged to resolve these internal differences, a continuous process of negotiations in a pleasant and friendly environment is ongoing in this regard.

Explaining the background of the current hybrid political system and administrative decision-making, the analyst wrote that the PML-N and then the PPP each attempted in their own way to delay and postpone the imposition of emergency. However, after the final opinion and directive of the powerful circles, the decision had to be implemented. It now remains to be seen what political, administrative, and social effects this decision of emergency and governor’s rule has on the country.

Warraich further stated that politically, the most prominent development is that Pakistan Tehreek-e-Insaf (PTI) has completely moved out of the mainstream of the current national system. In Khyber Pakhtunkhwa, PTI held power for nearly 13 years, excluding the caretaker period, which was a new record in the province’s history. During this time, Pervez Khattak, Mahmood Khan, Ali Amin Gandapur, and recently Sohail Afridi led the province as chief ministers.
