NADRA Clarifies B-Form Process for Children If Mother Does Not Have a CNIC

ISLAMABAD: The National Database and Registration Authority (NADRA) has issued an important clarification regarding the issuance of B-Forms for children, addressing a common concern among parents about whether a child’s B-Form can be obtained using the father’s CNIC if the mother does not have one.

A citizen asked NADRA whether children could be issued B-Forms on the basis of the father’s CNIC if the mother’s CNIC had not been issued. In response, NADRA clarified that the nature of the mother’s identification record must first be determined.

Identification Through Fingerprints Possible

According to NADRA officials, if the mother has never been issued a CNIC, it does not necessarily mean that the child cannot obtain a B-Form. In the absence of an identification document, the mother’s identity may be verified through fingerprints under the prescribed procedure.

Family Record Issues May Cause Difficulties

However, the process can become more complicated if the mother’s identity record has not been properly registered and, as a result, the family record has not been correctly established.

NADRA said that if the mother’s CNIC registration is incomplete, there may also be a possibility that the marriage registration has not been properly recorded.

Why Can B-Form Issuance Be Delayed?

Officials explained that the absence of the required family number or an incomplete family record could create difficulties in issuing a child’s B-Form.

Parents have therefore been advised to ensure that their family records are accurate and that all necessary identification documents and registrations have been completed.

Records of Both Parents Important

NADRA emphasized that the identification records of both the father and mother are important for the registration of a child. If the identification record of either parent is incomplete or a required entry is missing from the family record, parents may face additional difficulties during the child registration process.

No CNIC for Mother Is Not an Absolute Barrier

The clarification indicates that the mere fact that a mother does not have a CNIC does not automatically prevent a child from obtaining a B-Form. The issue may instead depend on the status of the mother’s identification record, marriage registration and family record.

NADRA has advised parents to check their identification documents and family records before applying for their children’s registration.

If the mother’s CNIC has not yet been issued, completing her registration through the prescribed NADRA procedure may help make the process of obtaining children’s documents easier in the future.

The authority also advised parents to follow official NADRA procedures and avoid relying on unauthorized individuals or illegal means to resolve registration-related issues.
