Non-Development Expenditures Rising Alarmingly in Balochistan, Says Chief Minister Sarfraz Bugti

Quetta – Chief Minister Balochistan Mir Sarfraz Bugti has said that the volume of non-development expenditures in the province is increasing at an alarming rate every year, stressing the need to prioritize technical education and skill development for youth.
He made these remarks while chairing the 10th meeting of the Balochistan Technical Education and Vocational Training Authority (B-TEVTA) Board held at the Chief Minister’s Secretariat in Quetta.
The meeting was attended by Advisor for Labour and Manpower Sardar Ghulam Rasool Umrani, Chief Secretary Balochistan Shakeel Qadir Khan, and other relevant officials.
During the meeting, various agenda items related to institutional reforms, performance improvement, financial discipline, and annual fiscal matters were approved. It was also decided to take significant steps to make the technical education authority more effective, modern, and aligned with contemporary requirements.
Participants agreed to introduce market-based training programs and modern technology courses to empower the youth and enhance their employment opportunities in various sectors.
Chief Minister Bugti, in his address, directed that institutional reforms be implemented to modernize vocational and technical training institutions. He emphasized the importance of equipping youth with international-standard skills to meet global market demands.
He further stated that non-development expenditures in Balochistan are increasing significantly each year, while providing government jobs to every individual is not feasible. Therefore, promoting technical education and skill development is essential.
The meeting also reviewed the Overseas Youth Employment Program. The Chief Minister expressed concern over delays in the program and ordered action against firms showing poor performance. He also raised concerns over issues faced by youth sent abroad under the program.
He directed authorities to take immediate steps to resolve complaints and initiate strict action against companies violating agreements.
CM Bugti instructed B-TEVTA to accelerate efforts to expand employment opportunities at both national and international levels for skilled youth, enabling them to secure a better future based on their abilities.
