PM Shehbaz Launches ‘Apna Ghar’ Scheme Offering Loans Up to Rs10 Million for Housing

Islamabad: Prime Minister Shehbaz Sharif has launched the “Apna Ghar Program,” a nationwide housing initiative aimed at enabling low-income families to own homes through subsidized loans of up to Rs10 million.

Speaking at the launch ceremony in Islamabad, the premier described the scheme as a top government priority, saying it seeks to address the housing shortage while boosting economic activity and employment in the construction sector.

Under the five-year program, the government plans to facilitate loans for the construction or purchase of 500,000 homes, with a target of 50,000 units in the first year. The total estimated cost of the initiative stands at Rs32 trillion, and repayment tenure has been set at up to 20 years.

Loan Structure and Eligibility

The financing is divided into four tiers:

Up to Rs2.5 million
Up to Rs5 million
Up to Rs7.5 million
Up to Rs10 million

Applicants are required to contribute at least 10% of the total property cost, while banks will finance up to 90%. For example, for a Rs5 million house, the applicant must pay Rs500,000, while the bank will provide Rs4.5 million.

Eligibility criteria include:

Pakistani citizenship with a valid CNIC
First-time homebuyers only
Age between 20 and 65 years
Minimum monthly income of Rs40,000
At least 6 months of employment (for salaried individuals) or 2 years of business experience (for self-employed applicants)

Co-applicants from immediate family members are allowed to combine incomes for better loan eligibility.

Property Options

The scheme allows financing for:

Purchase of a new house (up to 10 marla / 2,720 sq. ft.)
Purchase of flats/apartments (up to 1,500 sq. ft.)
Construction on owned land
Purchase of plot and construction
Ownership and Repayment

The property will be registered in the applicant’s name, but original documents will remain with the bank as collateral until full repayment. Upon completion of payments, the bank will issue a No Objection Certificate (NOC), granting full ownership rights.

Application Process

Applications opened on April 29 and will soon be available عبر an official online portal. Applicants can also apply through commercial banks, Islamic banks, or house building finance companies.

Required documents include CNIC, proof of income, and property documents (if applicable). Banks are required to process applications within one month, and no processing fee will be charged.
