Punjab Government Amends Pension Rules, Tightens Early Retirement Criteria

Lahore: The Government of Punjab has issued a notification introducing amendments to the pension rules for government employees, significantly restricting the option of early retirement.

The Finance Department, exercising its powers under the Punjab Civil Servants Act, 1974, has amended the Punjab Civil Services Pension Rules with immediate effect.

Key Change in Voluntary Retirement

The most significant amendment relates to voluntary retirement. Previously, in certain cases, a government employee could opt for retirement after completing 25 years of service, even if they were under the age of 55.

Under the new policy, an employee seeking voluntary retirement must now fulfill two conditions:

Completion of at least 25 years of qualifying service, and

Attainment of 55 years of age.

Whichever condition is fulfilled later will apply. For example, if an employee completes 25 years of service at the age of 52, they will not be eligible for retirement until reaching 55 years of age.

Clarification on Compulsory Retirement

The notification also clarifies rules regarding compulsory retirement. The government may retire an employee compulsorily after the completion of 20 years of qualifying service, meaning 20 years of service is mandatory for pension eligibility in such cases.

Matters involving misconduct or corruption will also be assessed in the context of the 20-year service requirement.

Changes in Pension Calculation

Amendments have also been made to Chapter IV of the Pension Rules to align pension calculations with the updated criteria. It has been specified that pension benefits in cases of voluntary retirement (after 25 years of service and 55 years of age, whichever is later) and compulsory retirement (after 20 years of service) will be granted strictly under the revised rules.

The changes aim to regulate early retirement and bring greater clarity and structure to pension eligibility and calculations for provincial government employees.
