Finance Minister Emphasizes Performance and Accountability-Based Governance System

Islamabad: Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, stressed the need for introducing a performance and accountability-based governance system during a meeting of the Cabinet Committee on the restructuring of the federal government.
Chairing the session held at the Ministry of Finance, Aurangzeb highlighted the critical role of the Federal Board of Revenue (FBR), calling it the “backbone of Pakistan’s financial system.” He reiterated the government’s strong commitment to implementing reform plans in the FBR under the supervision of the Prime Minister to increase tax collection, achieve financial self-reliance, and transform the FBR into a modern, efficient, and accountable institution.
According to the Ministry of Finance, the meeting was attended by Federal Minister for Energy, Sardar Awais Ahmad Khan Leghari, along with senior officials from various ministries and divisions.
The Power Division presented a detailed briefing on the Power Planning and Monitoring Company, outlining its structure, key responsibilities, achievements, and future initiatives. The presentation emphasized strengthening the company as a robust technical institution for planning and monitoring in the power sector, focusing on scientific forecasting, system improvement, and inter-departmental coordination.
The Law Division also provided an initial briefing on its roles, performance benchmarks, ongoing restructuring activities, and their expected impact on public policy and service delivery. The presentation included evaluations of subordinate institutions and recommendations to improve institutional capacity, eliminate duplication of authority, and create a simplified and effective administrative structure.
Additionally, the committee discussed recommendations from the sub-committee led by Ambassador-at-Large Salman Ahmad regarding institutional reforms within the Revenue Division. These proposals focused on enhancing administrative efficiency, better utilization of human resources, and aligning reforms with national priorities.
The meeting placed special emphasis on improving public service delivery through a performance-based governance system and effective accountability mechanisms. The Finance Minister also underlined the importance of adopting performance-oriented human resource policies within the FBR to ensure that every rupee of public expenditure leads to measurable improvements in tax collection, legal compliance, and public convenience.
