Swat Tragedy: Preliminary Report Reveals Shocking Lapses, Hotel Owners’ Negligence and Administrative Failure Exposed

Peshawar: The preliminary investigation report into the recent Swat flash flood tragedy has unveiled alarming revelations, highlighting gross negligence by hotel owners and serious lapses by the local administration.
According to the report, early warnings about heavy rainfall and glacier outbursts had been issued well in advance. However, despite the alerts, several hotel owners set up charpoys and chairs inside the Swat River to accommodate tourists — a major factor contributing to the deadly incident.
Sources revealed that Section 144 had been imposed in the affected areas, prohibiting any construction or structures inside the river. Nonetheless, many hotel operators blatantly violated these orders.
The report further disclosed that the police and district administration failed to fulfill their responsibilities, resulting in the tragic loss of lives and property.
Additionally, many hotels along the riverbanks were found to be illegal encroachments, allegedly owned by influential political and government figures. Due to their status, enforcement agencies reportedly hesitated to take action against them.
The report also highlights ongoing friction between various government departments over the assignment of responsibility, further complicating the path toward accountability and justice.
