Overseas Pakistanis Allowed to Import 5-Year-Old Vehicles from September 2025

Islamabad: Starting from September 2025, overseas Pakistanis will be allowed to bring five-year-old vehicles into Pakistan. However, these vehicles will be subject to an additional 40% duty. An exception has been made for cars imported under the baggage scheme, which will not be subject to the additional duty.
Officials from the Ministry of Commerce briefed the Senate Standing Committee on Finance, chaired by Senator Saleem Mandviwalla, regarding the vehicle import scheme. It was clarified that to benefit from the baggage scheme, overseas Pakistanis must have resided abroad for at least 700 days.
From 2027 onwards, the import of vehicles up to seven years old will also be permitted. Additionally, the extra duties currently imposed will gradually be removed, and only the standard customs duty will remain.
In the same session, the Senate committee rejected proposed amendments by the Ministry of Finance to the Public Finance Management Act (PFMA). The committee instructed the ministry to resubmit the proposed amendments in written draft form.
Senator Anusha Rahman raised questions regarding audit jurisdiction, surplus profits, and ideal cash management. She advocated for including all companies under the PFMA and granting the Auditor General full authority to audit every institution. The Ministry of Finance agreed to her recommendations. The committee also directed all institutions to deposit their funds into the national treasury.
