FIA Registers Case Against Former QESCO CEO Yousaf Shah Khan, Chief Internal Auditor

QUETTA: The Federal Investigation Agency (FIA) Balochistan Zone has registered a case against former Quetta Electric Supply Company (QESCO) Chief Executive Officer Yousaf Shah Khan and Chief Internal Auditor Muhammad Ahmed Bilal over allegations of dual employment, fraud, forgery and misuse of authority.

According to FIR No. FIR-ACC-QTA-53/26, registered by the FIA Anti-Corruption Circle Quetta on August 4, 2026, the case has been filed against Muhammad Ahmed Bilal, son of Jalaluddin, and former QESCO CEO Yousaf Shah Khan, son of Rehmat Shah Khan.

The FIR alleges that Muhammad Ahmed Bilal was employed as Deputy Director Audit (BPS-18) at the Balochistan University of Information Technology, Engineering and Management Sciences (BUITEMS), Quetta, when he applied for the position of Chief Internal Auditor at QESCO while allegedly concealing details of his previous employment.

According to the FIA, documentary evidence showed that Bilal was on leave from BUITEMS from September 22, 2021, to June 30, 2022, while he also joined QESCO during the same period.

The FIR alleges that in the biodata submitted to QESCO in June 2022, Bilal falsely stated that his service at BUITEMS had ended on September 21, 2021, despite allegedly remaining an employee of the institution.

The FIA alleged that Bilal consequently held two jobs and received salaries and other benefits from both organizations during the same period.

The agency has also accused then-QESCO CEO Yousaf Shah Khan of being aware of Bilal’s alleged dual employment but failing to take action against him. Instead, the FIR alleges, Bilal’s contract was extended.

According to the FIR, a one-year extension was allegedly granted to Bilal’s contract in May 2025 despite recommendations from QESCO’s Board of Directors and Human Resources department.

The FIA further stated that the Ministry of Energy’s Power Division had instructed all power distribution companies on March 30, 2026, not to make C-level appointments on a lien basis. Despite this, the then-QESCO CEO allegedly issued an office order on June 1, 2026, extending Bilal’s contract for another six months.

The FIR also alleges that after an internal inquiry was initiated against Bilal, the then-QESCO CEO, who was also the convener of the inquiry, caused the proceedings to be prematurely closed.

The FIA said the CEO allegedly refused to respond to a notice issued under Section 160 of the Code of Criminal Procedure.

The case has been registered under Section 5(2) of the Prevention of Corruption Act, along with Sections 417, 419, 420, 468, 471, 34 and 109 of the Pakistan Penal Code.

The investigation has been assigned to Sub-Inspector Rana Rashid Raza. Copies of the FIR have been forwarded to senior FIA officials, the Special Judge Anti-Corruption Quetta, Judicial Magistrate-VII Quetta and other relevant authorities.

Sources said the action was taken in light of FIA inquiry No. 341/2025, during which evidence related to alleged financial irregularities and fraudulent appointments at QESCO had reportedly emerged.

FIA officials said the investigation was proceeding on merit and that its scope could be expanded if further evidence emerged during the course of the inquiry.
