Rana Sanaullah Says Any 28th Constitutional Amendment Will Address Fundamental Issues

Federal Minister for Political Affairs Rana Sanaullah has said that any proposed 28th constitutional amendment would deal only with fundamental national issues and would not include any clause related to the armed forces.

Speaking on [Geo News](https://www.geo.tv?utm_source=chatgpt.com) program “Jirga,” Rana Sanaullah said that Pakistan has already passed 27 constitutional amendments, and therefore any future amendment would naturally be referred to as the 28th Amendment.

He stated that discussions surrounding the amendment involve important national matters, including the National Finance Commission (NFC), population concerns, water distribution issues, and other constitutional matters. However, he noted that none of these issues necessarily require a constitutional amendment if political consensus can be achieved through existing mechanisms.

The minister added that there are differing opinions regarding constitutional offices and the governance structure, with some individuals favoring a presidential system. However, he stressed that the majority still believes the parliamentary democratic system is the best option for Pakistan.

Rana Sanaullah also revealed that a proposal to increase the voting age is under consideration. He explained that if the minimum age to contest elections is considered appropriate at 25 years, then casting a vote should also be treated as a serious responsibility.

Commenting on political consensus, he said the Pakistan Peoples Party (PPP) is not upset with the government, adding that Bilawal Bhutto Zardari was correct in stating that no constitutional amendment could be passed without the party’s support.

He further said that whenever consensus is achieved on constitutional matters, it would ultimately result in the introduction of the 28th Amendment, while noting that some issues may require quick decision-making.
