Quetta Citizens Suffer for Local Certificates as Administrative Failure Pushes Youth into Hardship – PKMAP

Quetta (Khabar Agency) – The Pakhtunkhwa Milli Awami Party (PKMAP), District Quetta, has strongly criticized the alleged mismanagement at the Deputy Commissioner (DC) Office Quetta, stating that citizens have been deprived of local domicile certificates for several months due to administrative negligence.
In a statement, the party said that students seeking admissions in educational institutions and job applicants are being severely affected as they are unable to obtain their local certificates in time.
According to PKMAP, the DC Office claims that the paper required for printing local certificates is not available and that it has to be printed in Karachi, causing long delays. The party questioned whether Quetta lacks basic printing facilities or if the system has become so inefficient that even in 2026, documents are still being printed from another city.
The statement further alleged that outsourcing printing to Karachi has increased unnecessary expenses and is putting a burden on the public exchequer. Citizens have reportedly been visiting the DC Office for the past six months but continue to face repeated delays.
PKMAP also claimed that hundreds of applicants, along with their families, travel daily from distant areas to Quetta, spending heavily on transport amid rising inflation, only to return disappointed without their required documents.
The party further alleged discrimination in the process, stating that influential individuals and those with recommendations are given priority, while ordinary citizens are forced to wait for months.
Describing the situation as unacceptable in the era of digitization and artificial intelligence, PKMAP criticized the continued reliance on outdated manual procedures and external printing arrangements.
The party has demanded that the government simplify the issuance process, remove unnecessary requirements, and immediately ensure timely printing and delivery of local certificates to provide relief to the suffering citizens, especially the youth.
