Attock Cement’s Petition Against Balochistan Government Dismissed by Federal Constitutional Court

Islamabad: The Federal Constitutional Court has dismissed a constitutional petition filed by Attock Cement against the Government of Balochistan, declaring the challenged law constitutional after upholding the principle of the dual aspect doctrine.
In its ruling, the court stated that a single law may have both federal and provincial aspects, and on this basis, the legislative authority of a provincial government remains intact. The court clarified that a law cannot be declared unconstitutional merely because one of its aspects also falls within the federal domain.
The 15-page written judgment was authored by Justice Aamer Farooq, while the case was heard by a bench comprising Justice Aamer Farooq and Justice Rozi Khan.
According to the judgment, the law enforced by the Balochistan government does not violate the Constitution, and the objections raised by Attock Cement were found to be without merit.
