Balochistan High Court Declares BDA Chairman Javed Jan’s Appointment Illegal, Orders Immediate Removal

Quetta: The Balochistan High Court has declared the appointment of Captain (R) Javed Jan as Chairman of the Balochistan Development Authority (BDA) illegal and ordered him to vacate the position immediately. The court directed the Balochistan government to appoint a qualified officer from the BSS or BCS cadre as the new chairman.

The verdict came during the hearing of a constitutional petition filed by Abdul Jalil against the Balochistan government. The petitioner’s counsel argued that under Section 5 of the BDA Rules, the chairman must be an officer from the BSS or BCS cadre and should have previously served as a director within the BDA. Captain (R) Javed Jan had previously served as permanent chairman, but his post-retirement extension and reappointment violated these legal requirements.

After considering the arguments and finding the government’s response unsatisfactory, the court ruled that Javed Jan’s appointment did not meet the legal criteria. The court ordered him to relinquish his position immediately and instructed the government to appoint a new chairman in accordance with the law. The next hearing was postponed until after the winter judicial recess.
