Canada eases study visa permits rules for THESE students

ISLAMABAD: In a big boost to international graduate students, Canada will eliminate federal study permit caps for master’s and PhD applicants at public universities, effective from January 2026.

The move, as outlined in the Immigration Levels Plan 2026–2028, will seek to attract highly qualified research talent while managing overall student intake.

Faster Visa Processing for PhD Students
In addition to the cap exemption, international PhD students will have access to a 14-day fast-track study permit processing, which will also be extended to family members accompanying them.

IRCC has released a new, dedicated webpage for graduate students, which includes information on study programs, scholarships, and opportunities to work after graduation.

“Graduate students are critical in Canada’s research and innovation ecosystem, and as such are more likely to be those making long-term contributions to Canada’s economy,” said a government official.

While Canada is cutting the number of international undergraduate and college-level permits, graduate students are broadly exempt from these caps. This keeps the country a prime destination for qualified researchers and innovators who contribute to economic growth, scientific development, and innovation.

The new policy reflects a strategic approach to balancing international student growth with sustainability. By 2027, Canada intends to reduce the overall temporary resident population – including students, temporary workers, and short-term visitors – to less than 5% of the total population, easing pressures on housing, healthcare, and infrastructure.

Note: Targets apply only to new arrivals joining programs longer than six months at approved Designated Learning Institutions (DLIs). Short programs and students on visitor visas are excluded.
