Law Minister Azam Nazeer Tarar: 27th Amendment Curtails Executive Powers Over Judges’ Transfers, Field Marshal Title to Be Lifetime Honor

Islamabad: Federal Law Minister **Azam Nazeer Tarar** announced that under the proposed **27th Constitutional Amendment**, the **executive’s authority over judges’ transfers** has been reduced, while the **Field Marshal title** will be recognized as a **lifetime honor**.

Addressing the media after the federal cabinet meeting — chaired by the Prime Minister via video link from **Baku** — the minister said that various constitutional amendments were reviewed and will be presented in the **Senate**.

He explained that once the bill is introduced in the Senate, it will be referred to a **joint parliamentary committee**. The government has completed consultations with coalition partners, including the **PPP** and **MQM**, and consensus has been reached on the long-standing **Charter of Democracy** commitment to establish a **Federal Constitutional Court**.

Tarar stated that the **authority over judges’ transfers** will be moved from the **executive** to the **Judicial Commission**, ensuring greater judicial independence.

He added that the amendment also addresses legal complications that delayed **Khyber Pakhtunkhwa Senate elections**, ensuring future elections are held simultaneously nationwide. Proposals related to **increasing assembly constituencies in Balochistan** and **raising the number of advisors from five to seven** are also under consideration.

The law minister confirmed that **Article 243** has been amended to modify the procedure for military appointments. The **Field Marshal** rank, which existed prior to the 1973 Constitution, will now be reinstated as a **permanent honorary title**.

Additionally, **Article 140-A**, dealing with local government powers, is being amended in consultation with **MQM**, whose bill on the matter will be presented to the committee.

Tarar emphasized that the constitutional changes will only become law once approved by a **two-thirds majority** in Parliament.
