Constitution Is Not a Divine Scripture, Amendments Can Be Made: Minister of State for Law Barrister Aqeel

Islamabad:Minister of State for Law and Justice **Barrister Aqeel** has said that the **Constitution is not a divine scripture** that cannot be amended, emphasizing that constitutional reforms are possible when required in the **national interest**.
Speaking on Geo News’ program *Geo Pakistan*, Barrister Aqeel dismissed the perception that the **26th Constitutional Amendment** was rushed due to someone’s retirement, adding that there is **no haste** in passing the **27th Amendment** either. “All matters are being thoroughly discussed,” he said.
He explained that the **27th Amendment** focuses on **issues of national importance** and has been under discussion “on and off” for some time. “This is not about benefiting or harming any political party,” he added.
Criticizing the opposition, the minister said that opposition parties started making **political statements without reviewing the draft** or participating in discussions. “They should express their views in the **standing committees** and on the **floor of Parliament**,” he suggested, adding that the government will also consider the **PPP’s executive committee stance** on the matter.
Barrister Aqeel further stated that the **federal government allocates 57% of NFC shares to provinces**, but still bears heavy burdens including **defense spending, pensions, social protection**, and **debt repayments**.
He stressed that while the federation bears these expenses, **provincial accountability and contribution** must also be ensured. “We need to find ways to **reduce the federal burden**, and the provinces should **share responsibilities equally**,” he concluded.
