Balochistan Launches Pakistan’s First Digital E-Filing Finance System to Ensure Transparency and Good Governance

Quetta – Chief Minister Balochistan, Mir Sarfraz Bugti, on Tuesday inaugurated the country’s first automated digital financial e-filing system, calling it a milestone in transparency, good governance, and the use of technology in public administration.

Speaking at the launch ceremony held at the Chief Minister’s Secretariat, attended by provincial ministers, MPAs, and administrative secretaries, the CM said the new system is not just an e-filing tool but the foundation of complete financial reforms in the province.

Under the system, every department will submit budget requests online, with approvals, records, and financial transparency available in documented digital form. This will eliminate long-standing bureaucratic hurdles and non-transparent practices in financial matters.

Bugti emphasized that the system will enable officials to make timely and accurate decisions, while ordinary citizens will also be able to track the progress of development projects and monitor financial matters through their mobile phones and laptops. “For the common man, this is a real example of transparency—he will be able to see which project is actually progressing on the ground and which is only shown complete on paper,” he said.

The CM added that the system demonstrates the provincial government’s commitment to transparent governance by eliminating “under-the-table” methods in the public sector. He directed all secretaries to implement the system in their departments as soon as possible so that paperwork is gradually phased out and replaced by fully digital procedures.

Bugti further announced that cabinet meetings will now be conducted through digital tablets to minimize unnecessary delays in decision-making. Praising the officials and IT experts who developed the system locally without external dependency, he announced a one-month bonus salary for government employees involved in the project, while also assuring encouragement for private-sector experts.

Earlier, Secretary Finance Imran Zarkoon gave a detailed briefing and demonstrated the operational procedures of the new system. At the end of the ceremony, the CM distributed appreciation certificates among local IT professionals who contributed to the project.
