PIPS Organizes Two-Day Consultative Session for Balochistan Assembly Committee Chairs in Bhurban

Bhurban,Murree:The **Pakistan Institute for Parliamentary Services (PIPS), Islamabad**, in collaboration with the EU-supported project **“Mustahkam Parlimaan” (MuP)**, held a **two-day consultative workshop** for the Council of Committee Chairpersons of the **Balochistan Provincial Assembly** on **August 5–6, 2025**, at PC Hotel, Bhurban, Murree.
The theme of the session was: **“Stronger Committees – Stronger Legislature.”**
The primary objective of the workshop was to provide chairpersons an opportunity to reflect on improving procedural rules and to perform their duties beyond party affiliations and personal interests.
In his welcome address, **Samar Owais**, Director General (PDP) at PIPS, greeted the esteemed committee chairs and expert participants, sharing that this was the **second workshop** on the subject—the first having been conducted for the Punjab Assembly.
**PIPS Executive Director Asim Khan Goraya** acknowledged the presence of the **Speaker of the Balochistan Assembly, Captain Abdul Khaliq Khan Achakzai**, praising his progressive leadership and commitment to institutional learning.
> “Legislative committees around the world play a silent yet powerful role in shaping governance,” said Goraya. “After the 18th Constitutional Amendment, financial and administrative responsibilities at the provincial level have significantly increased, making it essential to empower committee chairs for effective accountability and service delivery.”
**Azaz Asif**, Acting Team Lead of the Mustahkam Parlimaan project, representing the **European Union delegation**, also welcomed the participants. He emphasized the importance of elected representatives, stating:
> “The public looks toward their representatives for solutions and support, and this responsibility must be carried out with diligence.”
In his **keynote speech**, **Speaker of the Balochistan Assembly, Captain Abdul Khaliq Khan Achakzai**, thanked PIPS and Mustahkam Parlimaan for providing a meaningful platform for such an important dialogue. He noted that **several reforms** have already been initiated through assembly committees to ensure **good governance** in the province.
Throughout the **two-day session**, participants engaged in detailed deliberations on enhancing the effectiveness of parliamentary committees to **strengthen the legislative process** and promote **transparent and responsive governance**.
