FBR Cracks Down on Sales Tax Irregularities, Issues Notices to Over 11,000 Companies

Islamabad: The Federal Board of Revenue (FBR) has initiated a major crackdown on sales tax irregularities, issuing “nudging” notices to over 11,000 companies and individuals across Pakistan. The notices, aimed at correcting discrepancies in sales tax returns, were dispatched last month amid ongoing negotiations between the business community and the government on tax reforms.
Sources revealed that these notices were primarily issued from corporate tax offices in Karachi, Lahore, and Islamabad. FBR Chairman Rashid Langrial expressed concern over underpayments by current taxpayers and introduced an advanced risk management system to scrutinize tax returns based on data from the past five years.
Although the notices are not legally binding, the FBR emphasized that they are intended to encourage behavioral change among taxpayers. The notices request recipients to rectify inconsistencies in their returns, warning that failure to do so could be treated as non-compliance. Consequences may include heavy penalties, freezing of bank accounts, deployment of FBR officers at business premises, and assessments based on best judgment by tax commissioners.
Initial data analysis revealed widespread irregularities in 2024 returns, such as the misclassification of taxable sales under exempt or low-tax categories and underreporting of value addition. Some businesses also submitted unusually high refund claims and credit/debit notes, prompting warnings of potential enforcement action.
FBR officials claim the initiative has led to a rise in the number of sales tax returns filed in July. However, a final assessment will be made after the August 4 deadline. Meanwhile, Karachi Chamber of Commerce President Javed Bilwani criticized the move, citing the absence of an awareness campaign before the notices were issued.
The FBR maintains that its objective is to improve tax compliance through data-driven oversight and gradual enforcement, not punitive measures alone.
