Another Major Financial Scandal Uncovered in Khyber Pakhtunkhwa, Over Rs. 16 Billion Overpayments Identified

Peshawar:After the controversial Kohistan scandal involving Rs. 40 billion, a new financial irregularity has come to light in Khyber Pakhtunkhwa. A recent report reveals that the Accountant General offices across the province have made overpayments amounting to Rs. 16.54 billion from 92 districts, under the Public Works Head G10113, between 2016 and April 2025.

The Controller General of Accounts (CGA) has ordered an immediate investigation into the matter, as it appears to be one of the largest financial frauds in the province’s history, with the suspected total sum of irregularities reaching Rs. 56.5 billion.

The overpayments were made with the alleged collusion of departments including C\&W, Public Health Engineering, and the Irrigation Department. According to the CGA’s communication to the Accountant General of Khyber Pakhtunkhwa, the issue was uncovered through a detailed, system-based review of the financial data.

The report indicates that a total of Rs. 163.13 billion was paid under the Public Works Head G10113 between 2016 and April 2025, while only Rs. 146.59 billion had been credited to the account, leaving a discrepancy of Rs. 16.54 billion in overpayments across 29 districts.

The CGA has directed the Accountant General of Khyber Pakhtunkhwa to complete the inquiry and submit a report within 20 days.

Sources have confirmed that authorities have instructed the formation of a committee to investigate how these overpayments occurred, identify the responsible individuals, and determine the actions to recover the funds.

The preliminary report highlights clear discrepancies in the offices of 29 districts, with some cases involving overpayments amounting to millions, and in certain instances, billions of rupees. This new revelation adds to concerns regarding financial governance in the province.
