Killing Detained Suspects in Staged Encounters Is a Massacre of the Constitution and Law — Senator Kamran Murtaza

Quetta/Islamabad — JUI Senator Kamran Murtaza drew the Senate’s attention under Rule 218 to the rising incidents of alleged police excesses and the killing of citizens in staged police encounters across the country.

Speaking in the Senate, Senator Kamran Murtaza specifically referenced the killing in a police encounter of the prime suspect in the Laiba Ijaz case in Islamabad, and the killing in a police encounter near Bahawalpur’s Northern Bypass of Tauqeer, the suspect in the murder of a 15-year-old orphan boy in Multan.

He said police are killing suspects in custody or under investigation in alleged encounters instead of presenting them before regular legal courts, which is a grave violation of the law and the Constitution.

The JUI senator further said that Pakistan’s police department is currently facing serious structural, political, and administrative challenges, because of which the rule of law and public trust in the police have fallen to a dangerously low level. He said that due to perceptions of corruption, poor attitudes, and illegal actions, people’s trust in law enforcement agencies is declining, and immediate remedy and departmental reforms are inevitable.
