Overseas Pakistanis: NADRA’s NICOP Fee and Procedure for 2025

Islamabad: The National Database and Registration Authority (NADRA) is responsible for issuing the National Identity Card for Overseas Pakistanis (NICOP) to Pakistani citizens residing abroad, including those in Europe and other countries. This card is designed for those who plan to travel abroad or settle in foreign countries.
Any Pakistani citizen can apply for NICOP, which allows dual nationals to enter Pakistan without a visa. A valid passport number is mandatory for applying for the smart NICOP.
Applications can be submitted at any NADRA office in Pakistan, or overseas Pakistanis can contact their respective consulates or apply online.
NADRA has divided countries into two zones:
Zone A: Includes European and Western countries, such as Canada.
Zone B: Includes Arab countries, such as Saudi Arabia and the UAE.
NICOP Fees for Pakistanis in Europe (as of January 2025):
There has been no change in the NICOP fees until January 2025:
Executive Processing Fee: PKR 21,820
Urgent NICOP Fee: PKR 16,589
Normal NICOP Fee: PKR 11,340

Procedure for Applying at a NADRA Registration Center:
Obtain a token.
A photograph will be taken.
Fingerprints and signatures will be recorded.
Required data will be entered.
Review the printed form and submit the application.
