Saudi Interior Ministry: Visit Visa Holders Not Allowed to Perform Hajj

Riyadh: The Saudi Ministry of Interior has clarified that all types of visit visas, regardless of category or designation, do not permit individuals to perform the pilgrimage of Hajj.
In an official statement, the ministry emphasized that obtaining an official Hajj permit is a mandatory requirement for all pilgrims. It urged everyone to strictly follow the regulations for Hajj season 2026 and cooperate with relevant authorities to ensure the safety and security of pilgrims.
The ministry warned that violations of Hajj regulations may result in strict legal action. Citizens and residents have been advised to report any violations by calling 911 in Makkah, Madinah, Riyadh, and the Eastern Province, and 999 in other regions of the Kingdom.
Earlier, the ministry had announced penalties ranging from 20,000 Saudi riyals to 100,000 Saudi riyals for violating Hajj permit rules. It also stated that attempting to enter Makkah without permission during the restricted period, or transporting individuals on visit visas to the holy city, would be considered a serious offense.
Furthermore, providing accommodation or transportation to visit visa holders attempting to enter Makkah or the holy sites after the first of Dhul Qa’dah will also result in strict punishment, the ministry added.
