New Social Contract Needed Based on Equality of Nations: Khushal Khan Kakar

*Quetta/Dirgai (Qudrat News)* — Chairman of the **Pashtunkhwa National Awami Party (PNAP)**, **Khushal Khan Kakar**, along with Co-Chairman **Mukhtar Khan Yousafzai**, has called for a *new social contract* based on the **principles of equality among nations**, in line with the **Lahore Resolution of March 23, 1940**.

Speaking during a visit to the **Dirgai Bar Association**, Kakar said that the **National Assembly** must represent all nations on the basis of equality, adding that only **four key ministries** should remain under federal control, while all others should be **transferred to the provinces**.

He further demanded that all nations be granted **complete ownership of their natural resources**, and that the **armed forces** ensure **equal representation for all ethnic groups**. The PNAP leaders also urged the legal community to play an active role against what they termed **unconstitutional and illegal actions** currently undermining democracy.

Criticizing Pakistan’s political history, Kakar and Yousafzai said that the **failure to fully implement the 1973 Constitution**, coupled with **subsequent political conspiracies**, has led the country into crisis. They cited the **aftermath of the 1970 elections**, **martial law regimes**, and the **17th Amendment** as examples that weakened **provincial autonomy** and **national rights**, while noting that the **18th Amendment** only partially restored these rights.

The leaders also accused the current government of turning Parliament into a **“rubber stamp”**, restricting the **freedom of the judiciary and media** through unconstitutional legislation. Kakar alleged that the **Pashtun regions** have been deliberately subjected to **false terrorism narratives and lawlessness**, while their **natural resources are being exploited**.

He urged the **Pashtun nation** to unite and resist these injustices, calling for the formation of a **Pashtun United Front** to collectively struggle for constitutional and democratic rights.

President of the Dirgai Bar Association, **Safdar Abbas**, thanked the visiting leaders, reaffirming that the **legal fraternity has always defended the Constitution and the rule of law**.
