“All Institutions Have Been Ruined; Where Seniority Was Disturbed, Problems Arose,” Says Justice Mohsin Akhtar Kayani

Islamabad: Justice **Mohsin Akhtar Kayani** of the Islamabad High Court has remarked that all state institutions have been ruined due to violations of merit and seniority, emphasizing that favoritism and nepotism have deeply affected the system.
During the hearing of a **seniority case involving the Ministry of Science and Technology**, Justice Kayani observed, *“All institutions have been ruined. Wherever seniority was disturbed, problems emerged. Some want to promote their favorites, while others want to elevate their relatives.”*
According to **Dunya News**, the judge further stated that it is the responsibility of the concerned department to **rectify its own mistakes**, adding that *“there is no punishment for a mistake — only for bad faith.”*
The court was hearing a petition concerning alleged irregularities in seniority and promotions within the Ministry of Science and Technology.
