Government to Introduce New Digital System for Private Hajj Operations from 2027
Islamabad: The government has decided to introduce a new digital system to make private Hajj operations more transparent, secure, and efficient, with private Hajj bookings to come under the direct supervision of the Ministry of Religious Affairs from 2027.
According to sources, for the first time, private Hajj operations will be managed alongside the government Hajj scheme under the ministry’s oversight. Under the new system, private Hajj services will be operated through the Pak Hajj App, allowing pilgrims to compare packages offered by authorized companies and select a service provider of their choice.
The new digital system is being developed in coordination with Saudi Arabia’s Nusuk Masar system. Private Hajj packages, agreements, payments, and other operational matters will be carried out under the supervision of the Ministry of Religious Affairs.
All financial transactions will be processed through the Pak Hajj App, while a one-window system will also be introduced for Hajj agreements and payments.
According to sources, 25 authorized private Hajj companies in Pakistan will provide services under the supervision of the Ministry of Religious Affairs. The ministry will oversee Hajj agreements, payments, and the overall private Hajj operation.
Preparations are underway to operate the private Hajj scheme under a new regulatory framework from 2027 to 2030. The system is being designed in line with Saudi guidelines to make Hajj arrangements more transparent, secure, and efficient.
The Pak Hajj App, which previously served primarily as a platform for the government Hajj scheme, will now become the central platform for both government and private Hajj operations.
Sources said more than 105,000 private pilgrims have so far registered through the app. The Ministry of Religious Affairs will also maintain comprehensive oversight of pilgrims’ payments and Hajj agreements under the new system.
