PPP Leader Nadeem Afzal Chan Says He Paid Bribes to Repair Transformers, Obtain Land Record
LAHORE: Pakistan Peoples Party (PPP) leader Nadeem Afzal Chan has claimed that he had to pay money to get two electricity transformers repaired in his area and even paid a bribe to obtain the land record (Fard) for his property, highlighting what he described as deep-rooted governance issues.
Speaking during a private TV program with journalist Ajmal Jami, Chan said he personally financed the repair of two transformers because they would not have been fixed otherwise. He also alleged that electricity and gas meters cannot be installed without paying unofficial charges, despite such services being the government’s responsibility.
He further revealed that he recently completed the transfer of agricultural land into his father’s name and had to pay a bribe to get the process done.
Chan criticized the state of public administration, saying only a small segment of society benefits from the existing system, while the majority is deprived of basic services such as peace, education, and healthcare. He questioned the performance of major government departments and remarked that “the entire system is broken.”

Commenting on governance reforms, Chan said politicians alone cannot fix the system without sufficient authority and questioned the effectiveness of those advocating systemic change.
Meanwhile, former Federal Minister Fawad Chaudhry said he agreed with Interior Minister Mohsin Naqvi’s remarks that the current system had become ineffective and required structural reforms. Addressing a seminar titled “Governance, But What System?”, he proposed the creation of new provinces, the introduction of a stronger local government system, and converting administrative divisions into provinces.
Fawad Chaudhry also claimed that Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan has the best solution for these reforms despite being in jail. He further stated that nearly 47% of Pakistan’s population lives below the poverty line, while 40% of children do not receive adequate nutrition, underscoring the urgency of governance reforms.
