Kuwait Approves Defense Cooperation Agreement with Pakistan

ISLAMABAD: The Government of Kuwait has formally approved a defense cooperation agreement with Pakistan, marking a significant step toward strengthening military ties between the two countries.

According to Arab media reports, the approval was officially published in Kuwait’s government gazette, Kuwait Al-Youm, under Decree No. 73 of 2026. The decree ratifies the defense cooperation agreement signed in Kuwait on June 11, 2023.

Under the agreement, Pakistan and Kuwait will establish a framework for cooperation in military training, education, and collaboration between their armed forces, in accordance with the laws of both countries and their international obligations.

The agreement covers a wide range of areas, including military training and education, logistics support, exchange of military personnel, scientific and technical cooperation, military intelligence, and other mutually agreed fields.

To oversee the implementation of the agreement, both countries will prepare annual cooperation plans through executive protocols and establish a Joint Military Committee. The committee, appointed by the defense ministers of both nations, will meet annually to coordinate and monitor progress.

The agreement also includes strict provisions for the protection of classified information, stating that confidential documents, materials, and intelligence exchanged between the two countries cannot be shared with any third party without the written consent of the originating party. This confidentiality obligation will remain in force even after the agreement expires.

Under the financial arrangements, the host country will bear the costs of domestic official travel, accommodation, and emergency medical treatment for visiting delegations. The agreement further states that any disputes arising from its interpretation or implementation will be resolved through mutual consultations and will not be referred to any domestic or international court or third party.

The agreement is aimed at enhancing defense cooperation and expanding strategic military collaboration between Pakistan and Kuwait.
