Supreme Court Rules Rescue 1122 Employees Are Public Servants, Not Civil Servants

Supreme Court of Pakistan has issued a detailed written judgment regarding the status of employees of Punjab Emergency Service Rescue 1122.

The court ruled that **Rescue 1122 employees are public servants, not civil servants**, and therefore **their service matters do not fall under the jurisdiction of the Punjab Service Tribunal**.

Justice Ayesha Malik, in the judgment, emphasized that merely being employed in a government department does not automatically make employees civil servants. The court declared **Punjab Service Tribunal orders regarding Rescue 1122 employees null and void** and approved the government’s appeals.

The judgment also stated that **Rescue 1122 employees are regulated under a separate legal framework and the 2007 rules**, which govern their service conditions and disciplinary proceedings.

The case originated when Rescue driver Muhammad Khalil challenged departmental disciplinary actions against him at the Punjab Service Tribunal. The tribunal had ordered a fresh inquiry into the matter.

The Supreme Court had announced a **short verdict on February 26**, and the detailed written judgment has now been released, clearly establishing that **Rescue 1122 employees’ service issues are outside the tribunal’s authority**.
