27th Constitutional Amendment a Move Toward Permanent Martial Law and the End of Federalism — Pakhtunkhwa National Awami Party

**Quetta (Daily Qudrat)** — The **Pakhtunkhwa National Awami Party (PNAP)** has denounced the proposed **27th Constitutional Amendment**, calling it an **imperialist and unconstitutional attempt** to **dismantle Pakistan’s federal structure** and **impose a permanent martial law** in the country.

In a statement issued from the party’s **central secretariat**, PNAP said the amendment represents a **dangerous step** toward destroying the **federal and democratic foundations** of the state. It added that from **the creation of Pakistan until 2010**, the concept of a “strong center” was used to **maintain Punjab’s dominance** over the **Pashtun, Baloch, Sindhi, and Seraiki nations**, depriving them of **self-governance, democracy, and control over their resources** through **four military dictatorships**.

The party emphasized that after decades of struggle by **federating units and democratic forces**, the **18th Constitutional Amendment** brought historic reforms by **revising 110 articles**, **devolving powers to provinces**, and ensuring **equitable resource distribution** through the **NFC Award**. It also transferred **47 departments**, including **education and health**, to provincial jurisdiction. PNAP claimed that the **26th and 27th Amendments** are now being used to **reverse these democratic gains**, with the **Pakistan Peoples Party (PPP)** playing an “unfortunate” supporting role.

PNAP reiterated that Pakistan is a **voluntary federation of Pashtun, Baloch, Sindhi, Seraiki, and Punjabi nations**, founded on **the 1940 Lahore Resolution**, which guarantees **equality among federating units**. The statement asserted that **no parliament has the authority** to alter the **fundamental federal character** of the constitution, especially a **non-representative assembly formed through Form-47 manipulation**.

The party noted that under the current constitution, **provinces receive 57.5% of federal revenues**, which should be increased to **80% in future NFC Awards**, while provinces must retain **equal ownership of oil, gas, and mineral resources**.

PNAP warned that the **establishment**, through a **hybrid system**, aims to restore colonial dominance by **creating an unconstitutional court**, **abolishing the NFC Award**, **granting constitutional status to a Field Marshal**, **undermining the Election Commission**, and **recentralizing departments like education and health**.

Calling the 27th Amendment the **“final nail in the coffin of the Constitution,”** PNAP warned that if the move is not withdrawn, **the oppressed nations** will demand a **new social contract** to **rebuild Pakistan’s constitution** — one that ensures **equal representation of all nations in the National Assembly**, **proportional representation in the armed forces**, **separate supreme courts for each unit**, and limits federal authority to **defense, foreign affairs, currency, and communications**.
