“Institutions Have Been Ruined by Favoritism,” Justice Mohsin Akhtar Kayani Remarks on Seniority Case

Islamabad: During a hearing at the Islamabad High Court regarding a seniority dispute in the Ministry of Science and Technology, Justice Mohsin Akhtar Kayani delivered strong remarks on the issue of favoritism and seniority violations in government institutions.

Justice Kayani observed that “all institutions have been ruined” due to the disruption of seniority systems. “Wherever seniority was disturbed, problems emerged — some want to promote their preferred individuals, while others want to elevate their relatives,” he remarked.

He further stated that it is the department’s responsibility to correct its mistakes, adding, “There is no punishment for an error, but there is punishment for mala fide intentions.”

The court emphasized that adherence to merit and seniority is crucial for institutional stability and fairness in public administration.
