Pakistan to Utilize Seized Bitcoins, Not Investing Public Funds: Crypto Adviser Bilal Bin Saqib

ISLAMABAD:Prime Minister’s Special Assistant on Crypto and Blockchain, **Bilal Bin Saqib**, clarified that **Pakistan is not spending any public money to purchase Bitcoin**, but will instead **utilize the Bitcoins already seized** in various enforcement actions. These assets will be stored in a **national Bitcoin wallet** to support future blockchain initiatives.

In a recent interview, Bin Saqib emphasized that **Pakistan is not directly investing in cryptocurrency**, but aims to provide **electricity and infrastructure to international companies** investing in **crypto mining** operations in the country.

> “We’re not buying Bitcoin — we’re using what has already been confiscated,” he said.
> “A national Bitcoin wallet will hold these assets, and as mining begins through public-private partnerships, revenue generated will flow into this wallet.”

### Crypto Regulation: A Strategic Necessity

The adviser stressed that **not regulating crypto is a risk**, whereas embracing it through proper frameworks can offer **transparency and traceability**. He pointed out that:

* The **global rate of crypto use in illicit activities** is just **0.024%**, compared to **2–4% for cash**.
* This disproves the misconception that crypto is widely used for money laundering.

> “There’s a huge knowledge gap between policymakers and tech-savvy youth. Countries that embraced crypto are seeing economic benefits — their economies are performing better than Pakistan’s,” he said.

### Toward a Regulated, Tech-Driven Future

Bilal Bin Saqib announced the formation of a **National Crypto Council**, which is actively working on **developing regulations aligned with FATF standards**. These rules will support the growth of **AI data centers** and **blockchain-based systems**, aiming to create **jobs and technological advancement**.

> “Our youth are our biggest asset. Without the right policies, training, and opportunities, they could become a burden.”

He further revealed that:

* The government is accepting **donations in Bitcoin** from supporters globally.
* Six countries have approached Pakistan for **technical collaboration** on crypto regulation.

> “There is global confidence that Pakistan can use this technology effectively. This is a golden opportunity to establish Pakistan’s position as a leader in blockchain innovation,” Bin Saqib concluded.
