ISLAMABAD: A detailed report on government employees allegedly receiving benefits unlawfully under the Benazir Income Support Programme (BISP) has been presented in Parliament, revealing that payments to more than 800,000 government employees have been suspended and Rs712.4 million recovered.
According to a written response submitted to Parliament, payments to government employees and their spouses were discontinued in accordance with a federal cabinet decision taken in 2019.
The report stated that an audit conducted for the 2019–2020 period identified 140,488 government employees and their spouses who had allegedly received benefits from the welfare programme despite being ineligible.
Rs712.4 Million Recovered from Ineligible Beneficiaries
The report revealed that a total of Rs712.4 million had been recovered from government employees who had unlawfully received BISP payments.
Of the recovered amount, Rs545.7 million was collected from various government employees through the Federal Investigation Agency (FIA).
A further Rs21.5 million was recovered from employees of BISP itself who were found to be involved in receiving the payments, while Rs145 million was recovered from employees working in other government departments.

Authorities said these measures were aimed at improving transparency and ensuring that financial assistance reached genuinely deserving families.
Over 2.25 Million Beneficiaries Removed from Programme
The parliamentary response also disclosed that 2,259,404 ineligible individuals and beneficiaries were removed from the Benazir Kafaalat Programme between July 1, 2025, and June 30, 2026.
The removals were part of efforts to identify ineligible recipients and strengthen the programme’s targeting and accountability mechanisms.
The findings highlight the government’s efforts to prevent the misuse of public funds and ensure that social protection payments are directed towards eligible, low-income households.
